Mit 64 Millionen Einwohnern sind die V4 eine wichtige Größe in der EU geworden

Anlässlich des 30. Jahrestages der Gründung der Visegrad-Gruppe sprachen wir mit den Botschaftern der V4-Mitgliedsländer Polen, Ungarn, der Slowakei und der Tschechischen Republik.

Zu diesem großen Jubiläum sprachen wir exklusiv für das Magazin Diplomacy and Commerce Austria mit S.E. Dr. Andor Nagy, Botschafter Ungarns in der Republik Österreich, über die Arbeit und Ziele der V4-Gruppe, über die Themen Klimawandel und Migrationspolitik sowie die Bekämpfung der Coronarvirus-Pandemie und Immunisierung der Bevölkerung in Ungarn.

Seit ihrer Gründung hat die Visegrad-Gruppe alle ihre damals gesetzten Ziele erreicht. Welche Ziele hat V4 für die Zukunft und welche beziehen sich auf Ihr Land?

In den letzten 30 Jahren hat sich die Visegrád-Zusammenarbeit zu einem Symbol für gute Nachbarschaft in unserer Region entwickelt, zu einer außenpolitischen Erfolgsgeschichte und einer globalen Marke, aber auch zu einem wichtigen politischen Akteur. Als NATO-Mitglieder und als die wirtschaftlich dynamischste Region der Europäischen Union – hohes Wachstum, niedrige Arbeitslosigkeit, schnelle digitale Umwandlung, robuste Investitionen – haben wir die damals gesetzten Ziele tatsächlich erreicht.

Wie der ungarische Ministerpräsident zum dreißigsten Geburtstag der V4 erwähnt hat, hatte Mitteleuropa im Laufe seiner Geschichte nicht nur eine Rolle, sondern auch immer eine Berufung, die wir aufrechterhalten wollen. Das gemeinsame historische und kulturelle Erbe und die geografischen Gegebenheiten sind gute Grundlagen, die ähnliche Interessen gemeinsam zu vertreten. Wir möchten, dass die regionale Zusammenarbeit der Visegrád-Länder weiterhin einen wirksamen Beitrag zur Entwicklung und Sicherheit der mitteleuropäischen Region leistet und so einen Mehrwert für die gesamte Europäische Union schafft.

Wie wichtig ist Ihrer Meinung nach die regionale Zusammenarbeit zwischen V4-Ländern in Bezug auf die Zusammenarbeit innerhalb der EU?

Mit 64 Millionen Einwohnern ist V4 nach dem Brexit eine wichtige Größe in der Europäischen Union geworden. Ein wichtiges Ziel ist es, dass die von der mitteleuropäischen Region geäußerten Ideen im europäischen Dialog gebührend berücksichtigt werden, und die Koordinierung der Standpunkte der V4 bietet hierfür einen guten Rahmen. Der Erfolg dieser Zusammenarbeit beruht im Wesentlichen auf dem zum Zeitpunkt ihrer Gründung bereits festgelegten Grundsatz: Die Partner müssen sich nicht auf alles einigen. Die Positionen können in vielen Bereichen unterschiedlich sein. Es geht darum, mit den strategischen Zielen in Einklang zu stehen.

Die V4 haben die Verantwortung für die Zukunft Europas, für die Wahrung ihrer Werte und für die weitere Erweiterung der Gemeinschaft der Europäischen Union. Wir sind an einem stabilen und sicheren Europa interessiert, das auf regionaler Vielfalt basiert und die traditionellen europäischen kulturellen Werte respektiert, das auf der Grundlage der grünen wirtschaftlichen und digitalen Errungenschaften auch im 21. Jahrhundert global wettbewerbsfähig sein kann. Auch die ungarische V4-Präsidentschaft, die am 1. Juli 2021 beginnt, wird dazu beitragen.

Die Premierminister der V4-Staaten haben sich kürzlich in der polnischen Stadt Krakau getroffen, um das 30. Jubiläum zu feiern. Anschließend wurden die Themen Klimawandel,  Migrationspolitik in der EU und Integration von sechs osteuropäischen Ländern und dem Südkaukasus angesprochen (Armenien, Aserbaidschan, Weißrussland, Georgien, Moldawien und die Ukraine). Welche Positionen hat Ihr Land zu diesen Themen eingenommen?

Das Hauptthema des oben erwähnten Gipfeltreffens – woran übrigens auch Charles Michel, Präsident des Europäischen Rates, teilgenommen hat – war die Bewertung der 30-jährigen bisherigen V4-Zusammenarbeit sowie die Definition von Aufgaben für die Zukunft. Die Regierungschefs verabschiedeten eine gemeinsame Erklärung, die es wert ist, zu lesen, um mehr über die tatsächlichen politischen Ziele und die Zusammenarbeit der V4 zu erfahren. Eines der grundlegenden Ziele der V4-Zusammenarbeit ist die Stärkung der Sicherheit und Stabilität unserer Region. Die aufgeführten Themen sind alle in dieser Hinsicht relevant und werden daher auf der Tagesordnung der ungarischen V4 Präsidentschaft stehen.

Seit den Ereignissen des Jahres 2015 ist das Problem der Migration ungelöst geblieben. Wir sind davon überzeugt, dass die Migrationspolitik und das künftige Asylsystem der EU Gegenstand einer inhaltlichen Debatte auf Ebene des Europäischen Rates und einer einvernehmlichen Entscheidung sein müssen. Der Einhalt der Migration muss außerhalb der EU-Grenzen beginnen. Gegen die Aktivitäten von Menschenhändlern müssen entschlossene Maßnahmen ergriffen und der Schutz der Außengrenzen gestärkt werden. Prävention und Wiederherstellung sind Schlüsselthemen.

Darüber hinaus muss der Schwerpunkt auf die Bekämpfung der Hauptursachen der Migration gelegt werden: Hilfe sollte dort eingesetzt werden, wo sie benötigt wird. Die V4 stehen in dieser Hinsicht an vorderster Front, da sie derzeit an konkreten gemeinsamen Projekten zum Schutz der Grenze und zur Verbesserung der wirtschaftlichen Bedingungen in Afrika – Libyen, Marokko und Kenia – arbeiten.

Die Bekämpfung des Klimawandels ist zweifellos eine der dringendsten Herausforderungen unserer Zeit. Ein starker Beitrag der Visegrád-Länder ist für die Erreichung der Klimaneutralitätsziele der EU für 2050 von wesentlicher Bedeutung. Wir müssen jedoch die nationalen Besonderheiten jedes Mitgliedstaats berücksichtigen, wenn wir die relevanten Ziele erreichen wollen. Die ungarische V4-Präsidentschaft wird daher eine gemeinsame Aktion der V4 zu diesem Thema initiieren.

Die V4 setzt sich für die Stabilität, sozioökonomische Entwicklung und Unterstützung des europäischen Integrationsprozesses in der östlichen und südöstlichen Nachbarschaft der Union ein. Wir tragen auch durch konkrete Projekte zu diesen Prozessen bei, indem wir projektbezogene Zuschüsse aus dem Internationalen Visegrád-Fonds sowohl auf dem westlichen Balkan als auch in den Ländern der Östlichen Partnerschaft gewähren.

Auf dem gleichen Treffen der Premierminister der V4-Staaten wurde das aktuelle Problem der Bekämpfung der Coronarvirus-Pandemie angesprochen. Wie ist die momentane Situation der Pandemie in Ihrem Land, und wie läuft die Immunisierung der Bevölkerung?

Wir sind in Ungarn in der dritten Welle, die Situation ist Ernst, aber die Spitze der Welle haben wir Gott sei Dank hinter uns. Ungarn hat auf das Impfen gesetzt: die britische Variante ist viel ansteckender und tödlicher, das Impfen ist also unsere einzige Chance gegen das Virus. Wir sagen, es gibt nur eine Art Impfstoff: einen, der Menschen schnell und effektiv schützt, und es ist unverantwortlich, dieses Problem zu politisieren.

Ungarn belegt durch seine frühe Handlung den ersten Platz auf der Skala des Impfratings in der Europäischen Union: 3 Millionen Menschen, also 35,9 Prozent der erwachsenen Bevölkerung, sind bereits gegen das Coronavirus geimpft. Die Durchimpfungsrate der ungarischen Bevölkerung ist also doppelt so hoch wie in den meisten EU-Ländern, was auf dem Weg aus der Epidemie bereits ein ernsthafter Fortschritt ist. Nach dem ungarischen Impfplan werden bis Anfang Juni voraussichtlich sieben Millionen Menschen mindestens die erste Impfdose erhalten.

Vor kurzem hat Bundeskanzler Sebastian Kurz seine Position zum Ausdruck gebracht, dass es innerhalb der EU keine gleichmäßige Verteilung von Impfstoffen gibt. Wie ist die Haltung Ihres Landes in Bezug auf die Verteilung von Impfstoffen innerhalb der EU, und welche Impfstoffe werden zur Impfung der Bevölkerung in Ihrem Land verwendet?

Wir haben keine geopolitische Frage aus der Impfung gemacht, unser Ziel ist, Leben zu retten, und zwar so schnell wie möglich. Zur Bekämpfung der Epidemie können in Ungarn zurzeit sechs Arten von Coronavirus-Impfstoffen beitragen. Nach der EU-Zulassung wurden die Pfizer-, Moderna- und AstraZeneca-Impfstoffe auch in Ungarn zugelassen, und die ungarische Zulassungsbehörde OGYÉI stufte auch die russischen Sputnik V. und die chinesischen Sinopharm-Impfstoffe als zuverlässige Coronavirus-Impfstoffe ein.

Es gab Verhandlungen über die chinesischen CanSino und die von AstraZeneca / Oxford in Indien hergestellten Vektorimpfstoffe CoviShield, aber wegen der Lieferfristen haben wir diese Bestellung storniert. Neue Impfstoffe von einer Quelle außerhalb der Europäischen Union zu kaufen, wäre ja nur dann sinnvoll, wenn sie rechtzeitig helfen können. Der sechste zugelassene Impfstoff ist der Janssen von Johnson&Johnson, die erste Lieferung ist gerade vor kurzem in Ungarn angekommen.

Die gemeinsame Beschaffung von Impfstoffen in der Europäischen Union haben wir immer begrüßt. Das Scheitern Brüssels bei der Beschaffung erinnert uns an die Migrationskrise von 2015. Als Brüssel reagierte, befanden sie sich bereits innerhalb unserer Grenzen. Ungarn musste in Bezug auf die chinesischen und russischen Impfstofflieferungen ähnliche Angriffe wie 2015 erdulden, als wir den Grenzzaun errichteten. Aber was sehen wir jetzt? Der bayerische Ministerpräsident hat zwei Millionen Dosen des russischen Impfstoffs bestellt, selbst Österreich verhandelt mit Russland. Und es ist auch gut so, denn das menschliche Leben sollte keinen Preis haben.

With a population of 64 million, the V4 have become an important factor in the EU

On the occasion of the 30th anniversary of the founding of the Visegrad Group, we spoke to the ambassadors of the V4 member countries Poland, Hungary, Slovakia and the Czech Republic.

On this big anniversary, we spoke exclusively for the Diplomacy and Commerce Austria magazine with H.E. Dr. Andor Nagy, Ambassador of Hungary to the Republic of Austria about the work and goals of the V4 Group, the topics of climate change and migration policy and the fight against the coronary virus pandemic and the immunization of the population in Hungary.

Since its inception, the Visegrad Group has achieved all of the goals it set at the time. What goals does V4 have for the future and which ones relate to your country?

Over the past 30 years, the Visegrád cooperation has developed into a symbol of good neighborliness in our region, a success story in foreign policy and a global brand, but also an important political player. As NATO members and as the most economically dynamic region in the European Union – high growth, low unemployment, rapid digital transformation, robust investments – we actually achieved the goals set at the time.

As the Hungarian Prime Minister mentioned on the thirtieth birthday of the V4, Central Europe not only had a role in the course of its history, but also always had a vocation that we want to uphold.The common historical and cultural heritage and the geographical conditions are good foundations for representing similar interests together. We want the regional cooperation of the Visegrád countries to continue to make an effective contribution to the development and security of the Central European region and thus create added value for the entire European Union.

In your opinion, how important is regional cooperation between V4 countries in relation to cooperation within the EU?

With a population of 64 million, V4 has become an important factor in the European Union after Brexit. It is an important objective that the ideas expressed by the Central European region are duly taken into account in the European dialogue, and the coordination of the V4’s positions provides a good framework for this. The success of this cooperation is essentially based on the principle already established at the time of its establishment: the partners do not have to agree on everything. The positions can be different in many areas. It’s about being in line with the strategic goals.

The V4 are responsible for the future of Europe, for the preservation of their values ​​and for the further expansion of the community of the European Union. We are interested in a stable and secure Europe, based on regional diversity and respecting traditional European cultural values, which, on the basis of green economic and digital achievements, can be globally competitive in the 21st century. The Hungarian V4 presidency, which begins on July 1, 2021, will also contribute to this.

The Prime Ministers of the V4 countries recently met in the Polish city of Krakow to celebrate the 30th anniversary. Then the topics of climate change, migration policy in the EU and integration of six Eastern European countries and the South Caucasus (Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine) were addressed. What positions has your country taken on these issues?

The main topic of the above-mentioned summit – which, incidentally, Charles Michel, President of the European Council, also took part – was the evaluation of the 30 years of previous V4 cooperation and the definition of tasks for the future. The heads of government adopted a joint statement that is worth reading to learn more about the real political goals and cooperation of the V4. One of the fundamental goals of V4 cooperation is to strengthen the security and stability of our region. The topics listed are all relevant in this regard and will therefore be on the agenda of the Hungarian V4 Presidency.

Since the events of 2015, the problem of migration has remained unsolved. We are convinced that migration policy and the future asylum system of the EU must be the subject of a substantive debate at the level of the European Council and a consensual decision. The halt to migration must start outside the EU’s borders. Resolute measures must be taken against the activities of human traffickers and the protection of the external borders strengthened. Prevention and recovery are key issues.

There is also a need to focus on tackling the root causes of migration: aid should be used where it is needed. The V4 are at the forefront in this regard as they are currently working on specific joint projects to protect the border and improve economic conditions in Africa – Libya, Morocco and Kenya.

Combating climate change is undoubtedly one of the most pressing challenges of our time. A strong contribution from the Visegrád countries is essential to the achievement of the EU’s climate neutrality targets for 2050. However, we have to take into account the national characteristics of each Member State if we are to achieve the relevant objectives. The Hungarian V4 Presidency will therefore initiate a joint V4 action on this topic.

The V4 is committed to the stability, socio-economic development and support of the European integration process in the eastern and south-eastern neighborhood of the Union. We also contribute to these processes through specific projects by providing project-related grants from the International Visegrád Fund both in the Western Balkans and in the countries of the Eastern Partnership.

At the same meeting of the Prime Ministers of the V4 countries, the current problem of combating the coronary virus pandemic was raised. What is the current situation of the pandemic in your country and how is the population being immunized?

We are in the third wave in Hungary, the situation is serious, but thank God we have passed the top of the wave. Hungary bet on vaccination: the British variant is much more contagious and deadly, so vaccination is our only chance against the virus. We say there is only one type of vaccine: one that protects people quickly and effectively, and it is irresponsible to politicize this problem.

Due to its early action, Hungary ranks first on the scale of the vaccination rating in the European Union: 3 million people, i.e. 35.9 percent of the adult population, have already been vaccinated against the coronavirus. The vaccination coverage of the Hungarian population is therefore twice as high as in most EU countries, which is already serious progress on the way out of the epidemic. According to the Hungarian vaccination plan, seven million people are expected to receive at least the first dose of vaccine by the beginning of June.

Chancellor Sebastian Kurz recently expressed his position that there is no uniform distribution of vaccines within the EU. What is your country’s attitude towards the distribution of vaccines within the EU and what vaccines are used to vaccinate the population in your country?

We haven’t made vaccination a geopolitical question, our goal is to save lives, and as soon as possible. Six types of coronavirus vaccines can currently help fight the epidemic in Hungary. Following EU approval, the Pfizer, Moderna and AstraZeneca vaccines were also approved in Hungary, and the Hungarian regulatory agency OGYÉI also rated the Russian Sputnik V. and Chinese Sinopharm vaccines as reliable coronavirus vaccines.

There were negotiations about the Chinese CanSino and the CoviShield vector vaccines manufactured by AstraZeneca / Oxford in India, but we canceled this order due to delivery times. Buying new vaccines from a source outside the European Union would only make sense if they can help in good time. The sixth vaccine approved is the Janssen from Johnson & Johnson, the first shipment just arrived in Hungary recently.

We have always welcomed the joint procurement of vaccines in the European Union. The failure of Brussels to get hold of them reminds us of the migration crisis of 2015. By the time Brussels responded, they were already within our borders. Hungary suffered similar attacks on Chinese and Russian vaccine shipments as in 2015 when we erected the border fence. But what do we see now? The Bavarian Prime Minister has ordered two million doses of the Russian vaccine, and even Austria is negotiating with Russia. And that’s a good thing, because human life shouldn’t have a price.
